If you don't need Visual Studio, but want to connect to a project in Azure DevOps, you can install the free Visual Studio Community. I was using Visual Studio 2017 Enterprise (with TFS) but it seemed this was a 90 day trial. We are using Azure DevOps but also have a large code base still in TFS. Visual Studio Professional 2019 looks to be all set for use of Azure DevOps. This new release brings many of the newest features from the cloud-hosted Azure DevOps Services into the on-premises server product.
